Arup is looking to build breadth and depth into its specialist blast team and is seeking to recruit personnel with skills and experience in this area or competent structural engineering personnel (preferably with capability in dynamic load design) who wish to be trained on the job in this increasingly important engineering discipline. Such person shall be based in Singapore and will be involved in blast resilience design and research function, but will be part of a wider global community of blast engineers that are sharing engineering knowledge within a confidential communication network.

The primary focus of the Consultant is to provide security & blast consultancy services; employing world’s best-practice solutions in bringing commercially focussed security and blast solutions to clients’ business activities. The role operates primarily within the Singapore marketplace and will contribute to the other services provided by Arup’s Resilience, Security & Risk practice within the Australasia Region.

It is intended that this role ultimately lead the blast engineering personnel in Singapore as an integral part of the RSR Team. In leading this initiative, the person would play a part in:

Development of business
Relationship building with Authorities
Technical and business development of staff
Assistance to the Team Leader to develop a business case for growth
Linking the initiative to the global offering

It is a critical prerequisite that the person be able to be security cleared by Singapore’s Ministry of Home Affairs and that they learn, understand and apply completely requirements documented in Singapore’s (and other like government’s) Official Secrets Act.

Undertake the blast engineering design of a variety of projects, quickly developing both technical and business-orientated competencies.
Undertake, manage and deliver the protective design of a range of buildings through all stages of design from concept through detailed design to construction
Engage with clients and/or their representatives to understand their requirements in relation to security risk management and tailor the delivery of the blast consultancy service to their individual needs.
Collaborate with colleagues to develop coherent, risk-based security strategies integrating electronic, physical and active security with protective design and/or blast measures
Contribute to performing threat, vulnerability and risk assessments for malicious threats (including terrorism, crime and civil disruption)
Perform structural blast engineering design of steel, concrete and timber structural systems to blast engineering standards such as UFC 3-340-01 and UFC 3-340-02
Perform progressive collapse analysis to UFC 4-023-03
Perform façade blast engineering design of a wide range of glazed and non-glazed façade systems
Design hostile vehicle mitigation systems
Use structural analysis software for structural design
Management of projects and support other team members
Support the growth of blast engineering skills in other Arup offices
Understands the relevant local building codes and regulations that can affect the blast design
Understand security and blast concepts and the capability to turn the concepts into design.
Liaise with clients and stakeholders to confirm security and blast requirements during design process. Provide detailed technical security and blast inputs to advise best outcomes.
Coordinate design related issues with other disciplines.
Assist with the development of an efficient and commercially viable RSR Consulting practice in the Singapore office of Arup
Assist in the identification and development of new business opportunities.
Work cooperatively with other senior security personnel (in Australasia and overseas)
Establish and maintain good working relationships with private sector clients, government agencies, professional firms and consultants relevant to the team’s activities
Prepare project reports for clients summarising key issues and strategically advising on best outcomes
Work collaboratively with the Resilience, Security & Risk leader, other members of the team, and other Arup teams across the Region in the delivery of successful projects/ assignments
Participate in the preparation and delivery of detailed tender submissions and presentations.
Effectively manage time, quality and performance of projects with established quality, budget and project expectations
Be fully aware of legislative requirements and other regulations governing Occupational Health and Safety, and assist in ensuring these are adhered to within the office and on all projects
Participate in broader Office, Region, and Arup Group Global activities as assigned or appropriate

Supporting the firm’s compliance in maintaining ISO 9001, OHSAS 18001 and ISO 14001 requirement
Technical Skills and Qualifications
Degree in civil/structural engineering or equivalent;
Minimum 3 years of relevant experience
Membership of relevant professional institutions/professional peer bodies or significant credit towards eligibility for membership;
Proven working knowledge of relevant legislation, regulations, codes of practice, and guidelines – and Arup’s related procedures including OH&S
Ability to design steel, concrete and/or timber construction from conceptual to detailed design
Experience in the use of a structural analysis software package e.g. GSA, SAP2000, STAAD, Sofistik, Strand7 for analysis and design
